នៅព្រឹកថ្ងៃទី០៥ ខែធ្នូ ឆ្នាំ២០១៦ នៅសណ្ឋាគារ Raffles Le Royal ឯកឧត្តម ស៊ុន ចាន់ថុល ទេសរដ្ឋមន្រ្តី និងជារដ្ឋមន្រ្តី ក្រសួងសាធារណការ និងដឹកជញ្ជូន បានអញ្ជើញជាអធិបតីក្នុង ក្នុងសិក្ខាសាលាថ្នាក់ជាតិស្តីពី “ការអភិវឌ្ឍវិស័យភ័ស្តុភារកម្មនៅកម្ពុជា” ដែលរៀបចំឡើយដោយ ក្រសួងសាធារណការ និងដឹកជញ្ជូន សហការជាមួយធនាគារពិភពលោក ដៃគូអភិវឌ្ឍន៍ផ្សេងៗទៀត អង្គការ JICA និងវិស័យឯកជនផងដែរ។
គោលបំណង នៃសិក្ខាសាលានេះ គឺដើម្បីស្វែងរកធាតុចូល និងការណែនាំចង្អុលបង្ហាញ ពីភាគីពាក់ព័ន្ធនឹងការដឹកជញ្ជូនទាំងអស់ ដើម្បីអភិវឌ្ឍវិស័យភ័ស្តុភារ កម្មនៅកម្ពុជាទាក់ទងនឹងការកែទម្រង់ ហេដ្ឋារចនាសម្ព័ន្ធ និងកំណែទម្រងនៅក្នុងស្ថាប័ន។
សិក្ខាសាលានេះ បានអនុញ្ញាតឲ្យមានការពិភាក្សា រវាងវិស័យសាធារណៈ និងវិស័យឯកជន ស្តីអំពីចក្ខុវិស័យយូរអង្វែង នៃភ័ស្តុភារកម្ម និងការធ្វើផែនការពាក់ព័ន្ធ ដើម្បីធានាដល់ការប្រកួតប្រជែងរបស់កម្ពុជា។
នៅក្នុងសុន្ទរកថានាឱកាសនោះដែរ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានលើកឡើងពីកិច្ចខិតខំប្រឹងប្រែង របស់រាជរដ្ឋាភិបាលកម្ពុជា ក្នុងការអភិវឌ្ឍវិស័យភ័ស្តុភារកម្ម របស់ប្រទេស និងសារៈសំខាន់ប្រព័ន្ធបណ្តាញដឹកជញ្ជូន ពហុម៉ូដដែលអាចកាត់បន្ថយការចំណាយ លើការដឹកជញ្ជូន និងធានាបាននូវការតភ្ជាប់ ដែលអាចជឿទុកចិត្តបាន រវាងកម្ពុជា និងបណ្តាប្រទេសផ្សេងទៀតក្នុងពិភពលោក។
ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានជម្រាបជូនអង្គសិក្ខាសាលាអំពី ស្ថានភាពបច្ចុប្បន្ន នៅក្នុងក្រសួងសាធារណការ និងដឹកជញ្ជូន ទាក់ទងនឹងការអភិវឌ្ឍវិស័យភ័ស្តុភារកម្ម ឲ្យកាន់តែមានប្រសិទ្ធភាព តាមរយៈការបង្កើតអគ្គនាយកដ្ឋានភស្តុភារកម្មថ្មីមួយ ដើម្បីត្រួតពិនិត្យតាមដាន និងអភិវឌ្ឍវិស័យដ៏មានសំខាន់មួយនេះ នៅកម្ពុជា ការតភ្ជាប់ផ្លូវដែករវាងកម្ពុជា ទៅកាន់ប្រទេសថៃ និងការសិក្សាលទ្ធភាព កាណូតដឹកជញ្ជូនអ្នកដំណើរ ក្នុងរាជធានីភ្នំពេញ។
ឆ្លៀតក្នុងឱកាសនោះដែរ ឯកឧត្តមទេសរដ្ឋមន្រ្តី បានថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅ ដល់អង្គការ JICA និងធនាគារពិភពលោក ដែលបានផ្តល់ការគាំទ្រជាបន្ត ដល់ការអភិវឌ្ឍវិស័យភ័ស្តុភារកម និងការដឹកជញ្ជូនរបស់កម្ពុជា និងដែលបានផ្តល់គាំទ្រ ដល់ការរៀបចំការពិគ្រោះយោបល់ អំពីបញ្ហាភ័ស្តុភារកម្ម។ ឯកឧត្តមទេសរដ្ឋមន្ត្រី បានជំរុញលើកទឹកចិត្តឲ្យភាគីពាក់ព័ន្ធ ដែលបានចូលរួមទាំងអស់ផ្តល់ធាតុចូលសំខាន់ៗ ដើម្បីជួយដល់ការលើកសំណើ នាពេលខាងមុខសម្រាប់ការអភិវឌ្ឍវិស័យភ័ស្តុភារកម្មរបស់កម្ពុជា។

On the morning of December 05, 2016 at Raffle Le Royal Hotel, H.E. Sun Chanthol, Senior Minister and Minister of Public Works and Transport presided over the “National Workshop on Logistics Development in Cambodia”, organized by the Ministry of Public Works and Transport in cooperation with the World Bank, JICA other development partners and the private sector.
The aim of this workshop was to seek all logistics stakeholders’ input and guidance for Cambodia’s logistics development in terms of infrastructure and institutional reforms. The Workshop allowed for a public-private dialogue on logistics long term vision and planning that is involved to secure Cambodia’s competitiveness.
In his remarks, Minister Sun addressed the Royal Government of Cambodia’s efforts in regards to the development of the country’s logistics and the importance of a multi-modal transport network system which can reduce logistics costs and ensure a reliable link between Cambodia and the rest of the world..
Minister Sun briefed the workshop participants about the current status within the Ministry in terms of more effectively developing the logistics sector by establishing a new General Directorate of Logistics which will work on monitoring and developing this critical sector in Cambodia, the connection of the railway between Cambodia to Thailand, and the conducting of a feasibility study on waterbus implementation in Phnom Penh.
Minister Sun took the opportunity to thank both JICA and the World Bank for their continuous support of Cambodia’s transport and logistics development, and for their support in organizing these and other consultations on logistics. He encouraged all participating stakeholders to provide their critical input to assist in defining a clear and forward looking proposal for Cambodia’s logistics development.
